3. In accordance with article 13 of the Optional Protocol, the Subcommittee shall establish a programme of regular visits to the States parties.

The Optional Protocol has as its objective the establishment of a system of regular visits undertaken by independent international or national bodies to places where people are deprived of their liberty, in order to prevent torture and other cruel, inhuman or degrading treatment or punishment.

In providing for the establishment of a system of regular visits to places of detention by independent national and international bodies mechanisms and of an independent international monitoring mechanism whose members were distinct from those serving on the supervisory committee for the treaty, it contributed to the prevention of torture.

21. One innovation is that the National Mechanism establishes a system of regular visits to places of deprivation of liberty with the aim of preventing torture rather than reacting to it, in addition to carrying out regular, periodic monitoring of custodial units.
21- ويتمثل أحد الأوجه الابتكارية للآلية الوطنية لمنع التعذيب ومكافحته في إنشائها نظاماً للزيارات المنتظمة إلى أماكن الحرمان من الحرية، بهدف منع التعذيب بدلاً من رد الفعل على حدوثه، فضلاً عن ممارسة الرصد المنتظم والدوري لوحدات الحراسة.

In paragraph 12 the word " optional " had been inserted between the words " draft " and " protocol " and the phrase " establishing a preventive system of regular visits to places of detention " had been deleted.
أما في الفقرة ١٢، فقد أدرجت كلمة " اختياري " بعد عبارة " مشروع بروتوكول " ، وحذفت جملة " ينشئ نظاما وقائيا للزيارات المنتظمة إلى أماكن الاحتجاز " .
