While the number of security incidents fell significantly compared to 2006-2007, human rights violations, absence of the rule of law, and lack of access to essential services, shelter and employment opportunities in Iraq continue to pose major challenges; more needs to be done to create conditions for large-scale and sustainable return and reintegration of those displaced within and outside Iraq.
