As the Guide to Enactment to accompany the Model Law on Public Procurement made clear, the scope of the Model Law encompassed only the selection phase and very limited aspects of the planning phase; it did not cover contract terms or contract administration and management.

67. While her delegation had not opposed the Commission's adoption at its twenty-ninth session of the Model Law on Electronic Commerce, she regretted that there had been insufficient time in which to perfect the text, particularly the provisions concerning transport documents.

2. Mr. MARADIAGA (Honduras) said that his delegation could also accept the drafting in paragraph 7 because of the importance of concluding the deliberations and making the new text of the Model Law on Electronic Commerce available.

The next such colloquium would be held in Las Vegas, United States, in September 2003. Before finalizing the Model Law on Cross-Border Insolvency, the Commission had held colloquiums with judges and judicial authorities in order to obtain their views on the most appropriate solutions for inclusion in that Model Law.
