In paragraph 10 of the same resolution, the Assembly urged the Secretary-General to convey its concerns to the Governments concerned as well as its request that the Governments reimburse the combined Forces for those expenditures.

٨ - يحث الدول اﻷعضاء على أن توفر الدعم لعملية السلم في ليبريا بالمساهمة في صندوق اﻷمم المتحدة الاستئماني لليبريا، وبتقديم المساعدة المالية والسوقية وسائر أشكال المساعدة دعما للقوات المشتركة في فريق المراقبين العسكريين، من أجل تمكين الفريق من الانتشار على الوجه الكامل والاضطلاع بولايته، لا سيما فيما يتصل بتجميع الفصائل الليبرية ونزع سلاحها؛

It would be irresponsible of me not to point out that, in the judgement of my Special Representative, which I share, any resort to the second scenario, and a fortiori to the third scenario, entails considerable risk for UNPROFOR's operations and for the troops involved in its implementation, as well as for the humanitarian assistance operation.

26. Since the average monthly strength of the combined Forces and of the rapid reaction capacity during the six-month period from 1 July to 31 December 1995 did not exceed 44,870, the General Assembly decided in paragraph 9 of its resolution 50/235 that all expenses for the rapid reaction capacity, including the agreed value of such budgeted contributions in kind, should be included within the assessed budget for the combined Forces.
26 - ونظرا إلى أن المتوسط الشهري لقوام القوات المشتركة وقوة الرد السريع في أثناء فترة الأشهر الستة الممتدة من 1 تموز/يوليه إلى 31 كانون الأول/ديسمبر 1995 لم يتجاوز 870 44 فردا، فقد قررت الجمعية العامة في الفقرة 9 من قرارها 50/235 أن تدرج في الميزانية المقررة للقوات المشتركة جميع النفقات المتعلقة بقوة الرد السريع، بما في ذلك القيمة المتفق عليها للمساهمات العينية الداخلة في الميزانية.

In General Assembly resolution 51/12 on the financing of the United Nations Protection Force, the United Nations Confidence Restoration Operation in Croatia, the United Nations Preventive Deployment Force and the United Nations Peace Forces headquarters, the Secretary-General had been requested to withhold settlement of claims submitted by the Governments concerned pending reimbursement of the amounts owed to the combined Forces.
وفي قرار الجمعية العامة 51/12 المتعلق بتمويل قوة الأمم المتحدة للحماية، وعملية الأمم المتحدة لاستعادة الثقة في كرواتيا، وقوة الأمم المتحدة للانتشار الوقائي ومقر قوات السلام التابعة للأمم المتحدة، طُلب إلى الأمين العام إيقاف تسوية المطالبات التي تقدمها الحكومات المعنية إلى أن تسدد ما تدين به للقوات المشتركة من مبالغ.

٨ - يحث الدول اﻷعضاء على أن تقدم في غضون ذلك دعما إضافيا الى عملية السلام في ليبريا عن طريق المساهمة في صندوق اﻷمم المتحدة الاستئماني لليبريا، وتوفير المساعدة المالية والسوقية وغيرها من أشكال المساعدة دعما للقوات المشتركة في فريق الرصد التابع للجماعة الاقتصادية لدول غرب افريقيا بغية تمكينه من الانتشار والاضطلاع بولايته على الوجه التام، وبخاصة فيما يتعلق بتجميع الفصائل الليبرية ونزع سلاحها؛

This was done, though the Secretary-General wrote to the Security Council on 28 January that any attempt to achieve those tasks other than with the consent of the parties would entail “considerable risk for UNPROFOR’s operations and for the troops involved in its implementation, as well as for the humanitarian assistance operation” (S/1994/94).
وهذا ما حصل، رغم أن اﻷمين العام كتب إلى مجلس اﻷمن بتاريخ ٢٨ كانون الثاني/يناير مشيرا إلى أن أي محاولة ﻹنجاز هذه المهام غير التي تتم بموافقة الطرفين " إنما تطوي على مخاطر كبيرة بالنسبة لعمليات القوة وبالنسبة للقوات المشتركة في تنفيذها، وكذلك بالنسبة لعملية المساعدة اﻹنسانية " )S/1994/94(.

According to the current legislation, in the Republic of Croatia, the Ministry of Internal Affairs (Border Police) and Customs are responsible for border control, and in case of any operational support given by Croatian Armed Forces (MoD), a command line of joint forces must be arranged in compliance with legislation.
