The Review Conference of the Parties to the Treaty and its Preparatory Committee cannot easily overlook the fact that certain nuclear-weapon States, in contravention of their legal responsibilities, promote the role and status of nuclear weapons in their defence and security doctrines and effect the spread of these weapons to others.
