10. Turning to the application of traffic laws, he re-emphasized the importance which the European Union attached to articles IV and V of the 1947 Agreement between the United Nations and the United States of America regarding the Headquarters of the United Nations and to articles 29 to 31 of the 1961 Vienna Convention on Diplomatic Relations, concerning immunity from criminal, civil and administrative jurisdiction in the receiving State.
١٠ - وانتقل الى مسألة تطبيق قوانين المرور فأعاد التأكيد على اﻷهمية التي يوليها الاتحاد اﻷوروبي للمادتين الرابعة والخامسة من اتفاق عام ١٩٤٧ المبرم بين اﻷمم المتحدة والولايات المتحدة اﻷمريكية والمتعلق بمقر اﻷمم المتحدة، والمواد من ٢٩ الى ٣١ من اتفاقية فيينا لعام ١٩٦١ بشأن العلاقات الدبلوماسية فيما يتعلق بالحصانة من المحاكمات الجنائية والمدنية واﻹدارية في الدولة المضيفة.

These qualifications could focus on measures to ensure equity (e.g. maximum prices for consumers, percentage of profits that should be reinvested in the infrastructure) or capacity—building (e.g. technology transfer, training of personnel, minimum local content), in conformity with articles IV and XIX of GATS.
