15. In compliance with the principles relating to the status of national institutions, " the Paris Principles " (General Assembly resolution 48/134, annex), national human rights institutions are a key component of effective national human rights protection systems and indispensable actors for the sustainable promotion and protection of human rights at the country level.

Furthermore, the Committee is concerned that the Romanian Institute for Human Rights does not fully comply with the principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles).

20- أمّا بخصوص لجنة حقوق الإنسان والإدارة العامة، فقد وضعت الحكومة مشروع قانون يفعِّل عمل اللجنة بشكل كامل ويضمن أن تعمل وفقاً للمبادئ المتعلقة بوضع المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان (مبادئ باريس).

It also took note of the support rendered by the Government towards the organization of the regional workshop on establishing national human rights institutions in compliance with the principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles), in cooperation with OHCHR, in 2011.
كما أحاطت علماً بالدعم الذي وفرته الحكومة من أجل تنظيم حلقة العمل الإقليمية المتعلقة بإنشاء مؤسسات وطنية لحقوق الإنسان وفقاً للمبادئ المتعلقة بوضع المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان (مبادئ باريس)، بالتعاون مع المفوضية السامية لحقوق الإنسان، وذلك في عام 2011.

The State party should further strengthen the structure of the office of the Ombudsman and broaden its mandate to carry out its own investigation into allegations of torture and ill-treatment and provide it with adequate human, material and financial resources in line with the principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles).

The Committee strongly recommends that the State party take the necessary measures to establish a separate independent national mechanism, in full accordance with the principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles), to ensure comprehensive and systematic monitoring of children's rights.
16- توصي اللجنة بشدة بأن تتخذ الدولة الطرف التدابير الضرورية لإنشاء آلية وطنية مستقلة وفقاً للمبادئ المتعلقة بوضع المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان (مبادئ باريس)، وأن تكفل الرصد الشامل والمنهجي لحقوق الأطفال.

The Committee further encourages the State party to promptly establish a well-financed and adequately staffed independent human rights institution, in compliance with the principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles), to ensure comprehensive and systematic monitoring of human rights, including children's rights.
كما تحث اللجنة الدولة الطرف على أن تنشئ على الفور مؤسسة مستقلة لحقوق الإنسان مستوى تمويلها جيد وعدد موظفيها كافٍ، وفقاً للمبادئ المتعلقة بوضع المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان (مبادئ باريس)، وذلك لضمان الرصد الشامل والمنهجي لحقوق الإنسان، بما في ذلك حقوق الطفل.
