Further recalling that, in accordance with the first paragraph of article 4, States parties " undertake to adopt immediate and positive measures designed to eradicate all incitement to, or acts of, such discrimination " , with due regard to the principles embodied in the Universal Declaration of Human Rights and the rights expressly set forth in article 5 of the Convention,

That international trade and the institutions and instruments linked to it comply with the principles enshrined in the Universal Declaration of Human Rights and with the instruments and conventions that emanate from relevant UN processes and the Millennium Development Goals;

Urges all States parties to the International Convention on the Elimination of All Forms of Racial Discrimination to intensify their efforts for the implementation of the obligations they have accepted under article 4 of the Convention, with due regard to the principles of the Universal Declaration of Human Rights and to article 5 of the Convention;
23- تحث جميع الدول الأطراف في الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري على تكثيف جهودها للوفاء بالالتزامات التي قبلتها بموجب المادة 4 من الاتفاقية، مع إيلاء الاعتبار الواجب للمبادئ الواردة في الإعلان العالمي لحقوق الإنسان والمادة 5 من الاتفاقية؛

States Parties . . . . . undertake to adopt immediate and positive measures designed to eradicate all incitement to, or acts of, such discrimination and, to this end, with due regard to the principles embodied in the Universal Declaration of Human Rights and the rights expressly set forth in article 5 of this Convention, inter alia:
تتعهد [الدول الأطراف] باتخاذ التدابير الفورية الإيجابية الرامية إلي القضاء على كل تحريض على هذا التمييز وكل عمل من أعماله، وتتعهد خاصة، تحقيقاً لهذه الغاية ومع المراعاة الواجبة للمبادئ الواردة في الإعلان العالمي لحقوق الإنسان وللحقوق المقررة صراحة في المادة 5 من هذه الاتفاقية، بما يلي:

(b) To undertake to adopt immediate and positive measures designed to eradicate all incitement to, or acts of, such discrimination, with due regard to the principles embodied in the Universal Declaration of Human Rights and the rights expressly set forth in article 5 of the Convention;
(ب) التعهد باتخاذ تدابير فورية وإيجابية من أجل القضاء على جميع أشكال التحريض على هذا التمييز أو الأفعال التي تنطوي عليه مع إيلاء المراعاة الواجبة للمبادئ الواردة في الإعلان العالمي لحقوق الإنسان والحقوق المنصوص عليها صراحة في المادة 5 من الاتفاقية؛

(b) To undertake to adopt immediate and positive measures designed to eradicate all incitement to, or acts of, such discrimination, with due regard to the principles embodied in the Universal Declaration of Human Rights and the rights expressly set forth in article 5 of the Convention;
(ب) التعهد باتخاذ تدابير فورية وإيجابية من أجل القضاء على جميع أشكال التحريض على التمييز أو الأفعال التي تنطوي على تمييز مع إيلاء المراعاة الواجبة للمبادئ الواردة في الإعلان العالمي لحقوق الإنسان والحقوق المنصوص عليها صراحة في المادة 5 من الاتفاقية؛

(b) To undertake to adopt immediate and positive measures designed to eradicate all incitement to, or acts of, such discrimination with due regard to the principles embodied in the Universal Declaration of Human Rights and the rights expressly set forth in article 5 of the Convention;
(ب) التعهد باتخاذ تدابير فورية وإيجابية من أجل القضاء على جميع أشكال التحريض على التمييز أو الأفعال ذات الطابع التمييزي مع إيلاء المراعاة الواجبة للمبادئ الواردة في الإعلان العالمي لحقوق الإنسان والحقوق المنصوص عليها صراحة في المادة 5 من الاتفاقية؛

This clause specifies that the State parties' obligations under article 4 are to be exercised " with due regard to the principles embodied in the Universal Declaration of Human Rights and the rights expressly set forth in article 5 of this Convention. "
وينص هذا الحكم تحديداً على أن تضطلع الدول الأطراف بالتزاماتها بموجب المادة 4 " مع المراعاة الحقة للمبادئ الواردة في الإعلان العالمي لحقوق الإنسان وللحقوق المقررة صراحةً في المادة 5 من هذه الاتفاقية " .

The United States believes as strongly today in the fundamental importance of the principles enshrined in the Universal Declaration of Human Rights as it did 61 years ago, when Eleanor Roosevelt chaired the committee of the United Nations Commission on Human Rights that drafted the Declaration.
وإيمان الولايات المتحدة اليوم بالأهمية الأساسية للمبادئ الواردة في الإعلان العالمي لحقوق الإنسان قوي كما كان قبل 60 سنة، عندما ترأس إلينور روزفلت اللجنة التابعة للجنة الأمم المتحدة لحقوق الإنسان التي صاغت الإعلان.
