Financial arrangements of the CTCN
سابعاً- الترتيبات المالية للمركز والشبكة

It covers the outcomes of the 3rd and 4th meetings and intersessional work of the Advisory Board of the CTCN, and includes information provided by the United Nations Environment Programme (UNEP) on matters regarding its role as the host of the Climate Technology Centre.
وهي تشمل نتائج الاجتماعين الأول والثاني للمجلس الاستشاري للمركز والشبكة وعمله في الفترة الفاصلة بين الدورات، وتتضمن معلومات مقدمة من برنامج الأمم المتحدة للبيئة بشأن المسائل المتصلة بدوره كجهة مضيفة لمركز تكنولوجيا المناخ.

25. It should be noted that since 2014 the Chair and Vice-Chair of the Advisory Board of the CTCN are invited to attend the meetings of the TEC in order to further enhance communication and collaboration between the two bodies.
٢٥- ومن الجدير بالذكر أن رئيس المجلس الاستشاري للمركز والشبكة ونائبه قد تلقيا دعوة لحضور اجتماعات اللجنة التنفيذية، ابتداء من عام 2014، مضياً في تعزيز الاتصال والتعاون بين الهيئتين.

The Director shall prepare a budget for the CTCN in accordance with decision 2/CP.17 and in conformity with the relevant regulations, rules and procedures governing the programme budget of UNEP.

61. Communications will form an integral part of the organizational make-up of the CTCN and a communications programme will be implemented to ensure that all staff, consortium members and the Network are consistent in their communications about the CTCN.
61- وسيشكل التواصل جزءاً أساسياً من الهيكل التنظيمي للمركز والشبكة وسينفَّذ برنامج للتواصل حرصاً على اتساق خطاب جميع الموظفين وأعضاء الاتحاد والشبكة بشأن المركز والشبكة.

The Chair of the Advisory Board of the CTCN replied that the challenge in building capacity as regards technology transfer is not about the `hardware', but the `software'; it is not a one-off, quick technical exchange, but rather a long-term ongoing process that countries need to go through in order to innovate, develop, deploy and adopt technologies.
ورد رئيس المجلس الاستشاري للمركز والشبكة بأن التحدي في بناء القدرات على صعيد نقل التكنولوجيا لا يكمن في العتاد المادي بل في البرامج المعلوماتية؛ وهو ليس عملية تبادل تقني سريع لمرة واحدة بل بالأحرى عملية مستمرة طويلة الأجل يلزم أن تمر بها البلدان من أجل تجديد التكنولوجيات وتطويرها ونشرها واعتمادها.

This adoption allowed the Climate Technology Centre and Network to start receiving requests from parties for technology support and to respond to them accordingly.
وقد سمح اتخاذ هذا القرار للمركز والشبكة بالبدء في تلقي طلبات من الأطراف للحصول على دعم تقني وبالرد على تلك الطلبات وفقا لذلك.
