As indicated to the AWG-LCA at its fifth session, the Chair will invite the group to undertake a comprehensive first reading of the negotiating text in one setting.

The Chair proposes that this first reading of the negotiating text take place in an informal plenary setting, which would be provided with interpretation and would be open to observer organizations.

From our point of view, there are two primary reasons for the current impasse -- on the one hand, the rejection of the third revision of the negotiating text by some of the groups and countries present at that meeting, and on the other hand, the launching of divisive initiatives by some other groups, in an attempt to take advantage of the impasse exclusively for their own gain.

It particularly welcomed the stipulation of minimum data requirements in annex I to the negotiating text which provides an important specification of the " data relevant to the conservation of fish stocks " as referred to in Article 119 (2) of the 1982 Convention on the Law of the Sea as well as the general data requirements specified by the 1992 FAO Technical Consultation on High Sea Fishing.
