Following the interim amendments of the UNIDO financial regulations as approved by the thirteenth session of the General Conference in decision GC.13/Dec.12, a comprehensive review of the Financial Regulations of UNIDO was undertaken taking fully into account the requirements of IPSAS Standards and principles.

(i) The appropriations for the Regular Programme of Technical Cooperation (RPTC) are administered in accordance with the Financial Regulations of UNIDO, and in accordance with the General Conference decision mentioned in paragraph (o) above;

Considering this initiative for the United Nations system, an initial interim review of UNIDO's Financial Regulations has taken place and only those regulations that would require to be amended for IPSAS compliance have been identified at this stage (document IDB.36/11 and decision IDB.36/Dec.9 refer).
وبما أن المبادرة استُهلت لمنظومة الأمم المتحدة، فقد أُجري استعراض أولي مؤقت للنظام المالي لليونيدو ولم تُحدَّد في هذه المرحلة سوى النظم التي تحتاج إلى تعديل لكي تمتثل للمعايير المحاسبية (انظر الوثيقة IDB.36/11 ومقرر المجلس م ت ص-36/م-9).

2. The main objectives of the audit were to enable me to form an opinion as to whether the expenditure recorded in 2008-2009 had been incurred for the purposes approved by the General Conference (GC); whether income and expenditure were properly classified and recorded in accordance with UNIDO's Financial Regulations and Rules; and whether the Financial Statements presented fairly the financial position as at 31 December 2009.

101. In the document containing initial amendments to UNIDO's Financial Regulations in light of the adoption of IPSAS (IDB .36/11-PBC .25/11), Management partially incorporated the recommendation of the United Nations Task Force on IPSAS that when the UN organizations begin presenting IPSAS compliant Financial Statements, their annual Financial Statements be audited each year.
101- وفي الوثيقة المحتوية على التعديلات الأولية للنظام المالي لليونيدو في ضوء اعتماد المعايير المحاسبية الدولية (IDB.36/11-PBC.25/11)، أدرجت الإدارة جزءا من توصية فرقة العمل التابعة للأمم المتحدة والمعنية بتطبيق المعايير المحاسبية الدولية، التي تقضي بأن تخضع البيانات المالية السنوية للمراجعة كل عام عندما تبدأ مؤسسات الأمم المتحدة تقديم البيانات المالية المتوافقة مع المعايير المحاسبية الدولية.

In my opinion, the financial statements, prepared on the International Public Sector Accounting Standards (IPSAS), present fairly, in all material respects, the financial position of UNIDO as of 31 December 2010 and its financial performance, cash flows and status of appropriations for the year then ended in accordance with UNIDO's Financial Regulations and Legislative Authority.
