" (ج) مدة الكلمة التي تعطى لمراقبي الحكومات لممارسة حق الرد، تكون زيادة على المدة التي استخدمتها تلك الحكومة المراقبة بموجب (ب)، ويكون حدها الأقصى خمس دقائق، إلا إذا كان في عدد ومحتوى الادعاءات الموجهة ضد تلك الحكومة ما يبرر تخصيص مزيد من الوقت، وهذا ما يقرره الرئيس بناء على طلب المراقب المعني.
