The purpose of this study is to facilitate decision-making during the third meeting of the Conference of the Parties in respect to lasting and sustainable financial arrangements to assist developing country Parties in their implementation of the Rotterdam Convention.

3. Pursuant to paragraph 3 of Article 13 of the Convention, has the party provided financial resources to assist developing country Parties and/or parties with economies in transition in the implementation of the Convention through other bilateral, regional and multilateral sources or channels?

The Conference of the Parties, in its decision SC-5/11, requested the Secretariat to continue the activities listed in decision POPRC-6/7 to assist developing country Parties and parties with economies in transition and to report on the results of those activities to the Conference of the Parties at its sixth meeting.

Extend the share of proceeds (SOP): the Kyoto Protocol does not contain provisions for an SOP to assist developing country Parties to meet the costs of adaptation in the context of either JI under Article 6 or emissions trading under Article 17.

Requests the Secretariat to continue the activities listed in decision POPRC-8/12 to assist parties that are developing countries or countries with economies in transition to participate effectively in the work of the Committee and to report on the results of those activities to the Conference of the Parties at its seventh meeting;

By its decision V/32, the Conference of the Parties established an emergency assistance mechanism to assist parties that are developing countries or countries with economies in transition in cases of emergency and compensation for damage resulting from incidents arising from transboundary movements of hazardous and other waste and their disposal.
1 - أنشأ مؤتمر الأطراف، بموجب مقرره 5/32 آلية مساعدة في حالات الطوارئ لمساعدة الأطراف من البلدان النامية أو البلدان التي تمر اقتصاداتها بمرحلة انتقال، وذلك في حالات الطوارئ وللتعويض عن الأضرار الناجمة من الحوادث الناشئة عن نقل النفايات الخطرة والنفايات الأخرى والتخلص منها عبر الحدود.

The share of proceeds shall be devoted to assisting developing country Parties that are particularly vulnerable to the adverse effects of climate change, in particular the least developed countries and small island developing States amongst them, to meet the costs of adaptation and shall be transferred by the [transferring] [acquiring] Party to an appropriate account maintained for this purpose by the adaptation fund established by the COP/MOP.
