10.7 The Committee notes that the obligation to comply with the Security Council decisions adopted under Chapter VII of the Charter may constitute a " restriction " covered by article 12, paragraph 3, which is necessary to protect national security or public order.
10-7 وتلاحظ اللجنة أن الالتزام بالامتثال لمقررات مجلس الأمن المتخذة بموجب الفصل السابع من الميثاق قد يشكل " تقييداً " تقصده الفقرة 3 من المادة 12، وهو ضروري بوجه خاص لحماية الأمن الوطني والنظام العام.

4. Also, pursuant to the decisions of the Security Council referred to above and in the absence of receipt of any notification to the contrary by 30 April 2001, the remaining items listed in paragraph 2 above, that is, items 38, 41, 42, 48, 49, 62, 66, 67, 68 and 69, were deleted from the list of matters of which the Security Council is seized.

يُنقح نص الهدف ليصبح كالتالي: " تقديم المساعدة الانتخابية إلى الدول الأعضاء، بناء على طلبها ووفقا لمقررات مجلس الأمن والجمعية العامة ذات الصلة، عن طريق تقديم الدعم التقني والاستشاري اللازم لإجراء انتخابات دورية نزيهة " .

101. Draft article 16 was intended to preserve the legal effects of Security Council decisions under the Charter; however, it contained no express provision concerning the suspension, withdrawal from or termination of treaties either in the case of the States targeted by sanctions regimes imposed through such decisions or with respect to the other Member States.
