As far as the second pillar is concerned, my delegation also reaffirms its full support for the principle of building the capacities of States and of regional and subregional mechanisms for conflict prevention, management and settlement through increased assistance from the international community.

14. Notes with appreciation the ongoing mediation and conflict resolution efforts carried out by African States, the Organization of African Unity and subregional organizations, as well as the establishment of regional mechanisms for conflict prevention and resolution, and urges all relevant parties to address the humanitarian consequences of conflicts;

In this context it notes the report of the Secretary-General on improving preparedness for conflict prevention and peace-keeping in Africa (A/50/711-S/1995/911), and the recommendations contained therein, which should be considered further in consultation with OAU.
