In this regard the Special Rapporteur strongly encourages States to use the opportunities provided by the Internet to counter the dissemination of ideas based on racial superiority or hatred; promote equality, non-discrimination and diversity; improve mutual understanding; and build a culture of peace.

22. The Special Rapporteur recalls the importance of education in order to counter the dissemination of ideas based on racial superiority or hatred and to promote the values of equality, non-discrimination, diversity, democracy and respect for all, as detailed in his 2013 report to the Human Rights Council (A/HRC/23/56).
22- ويذكّر المقرر الخاص بأهمية التعليم من أجل التصدي لنشر الأفكار القائمة على التفوق العنصري أو الكراهية العنصرية وتعزيز قيم المساواة، وعدم التمييز، والتنوع، والديمقراطية واحترام الجميع، على النحو المفصل في تقرير عام 2013 إلى مجلس حقوق الإنسان (A/HRC/23/56).

35. States should take all opportunities, including those provided by the Internet, to counter the dissemination of ideas based on racial superiority or hatred, and promote the values of equality, non-discrimination, diversity and democracy while respecting their obligations under articles 19 and 20 of the International Covenant on Civil and Political Rights to guarantee the rights to freedom of expression and its inherent limitations.
35- وينبغي أن تغتنم الدول كل الفرص، بما فيها الفرص التي تتيحها شبكة الإنترنت، من أجل التصدي لنشر الأفكار القائمة على التفوق العرقي أو الكراهية العرقية، وترويج قيم المساواة وعدم التمييز والتنوع والديمقراطية، مع احترام التزاماتها بموجب المادتين 19 و20 من العهد الدولي الخاص الحقوق المدنية والسياسية، بغية ضمان الحق في حرية التعبير وما يلازمه من قيود.
