In Belarus, there had been little progress in punishing those responsible for the disappearances of three opposition figures and a journalist, a grossly repressive religion law had been adopted on 31 October 2002, and President Lukashenko had failed to carry out any of the democratic reforms demanded by the Organization for Security and Cooperation in Europe (OSCE) and other international organizations.
