26. Bearing in mind General Assembly resolution 44/201 A of 21 December 1989, the Committee decided to recommend to the Assembly that it should request the Secretary-General to pursue his efforts with a view to reaching agreement with UNIDO concerning the establishment of unified conference services administered by the United Nations.
٢٦ - قررت اللجنة، آخذة في الاعتبار قرار الجمعية العامة ٤٤/٢٠١ ألف المؤرخ في ٢٦ كانون اﻷول/ديسمبر ١٩٨٩، أن توصي الجمعية العامة بأن تطلب الى اﻷمين العام أن يواصل جهوده في سبيل التوصل الى اتفاق مع اليونيدو بشأن إنشاء خدمات مؤتمرات موحدة تديرها اﻷمم المتحدة.

The ACABQ also supported the idea of a unified conference service at Vienna administered by the United Nations.
كما أيدت اللجنة الاستشارية لشؤون الإدارة والميزانية فكرة إنشاء خدمة مؤتمرات موحدة في فيينا تديرها الأمم المتحدة().

The Division also provided support for peace-keeping operations, carried out unified conference service for United Nations/United Nations Industrial Development Organization meetings and other meetings of the United Nations system, and managed some of the common services for the Vienna International Centre.
وقدمت الشعبة كذلك الدعم لعمليات حفظ السلام كما اضطلعت بخدمات مؤتمرات موحدة للاجتماعات التي عقدتها اﻷمم المتحدة/منظمة اﻷمم المتحدة للتنمية الصناعية )اليونيدو( باﻹضافة إلى الاجتماعات اﻷخرى لمنظومة اﻷمم المتحدة وأدارت بعضا من الخدمــات المشتركة لمركز فيينا الدولي.

She hoped that the (Mrs. Rotheiser, Austria) negotiations would be conducted quickly enough for the Secretary-General to be able to submit to the forty-ninth session a revised budget for the unified conference services reflecting the projected savings, as the Committee on Conferences had, in substance, recommended.

Should it not prove possible to meet this net additional requirement from the contingency fund, therefore, it would be necessary to defer implementation of the Secretary-General's proposals for a unified conference service at Vienna to a future biennium in accordance with the relevant provisions of General Assembly resolution 42/211 of 21 December 1987.

48. Her delegation welcomed the Secretary-General's proposal regarding the establishment of unified conference services at Vienna under the responsibility of the United Nations since it represented the most efficient and cost-effective solution for Member States.
٨٤ - وأنهت كلامها بأن أعربت عن ترحيب وفدها باقتراح اﻷمين العام المتعلق بإنشاء خدمات مؤتمرات موحدة في فيينا تحت مسؤولية اﻷمم المتحدة ﻷن ذلك يمثل أكثر الحلول كفاءة وفعالية من حيث التكاليف بالنسبة للدول اﻷعضاء.

In view of the above, the Advisory Committee recommends that the General Assembly approve the establishment, within existing resources under budget sections 25 E (Conference services, Vienna) and 25 I (United Nations Office at Vienna), of a unified conference service at the Vienna International Centre under the management of the United Nations effective 1 April 1995.
٨ - وفي ضوء ما سبق، توصي اللجنة الاستشارية بأن توافق الجمعية العامة على إنشاء، في نطاق الموارد القائمة تحت البابين ٢٥ هاء )خدمات المؤتمرات، فيينا و ٢٥ طاء )مكتب اﻷمم المتحدة في فيينا( من الميزانية، خدمة مؤتمرات موحدة في مركز فيينا الدولــي تحــت إدارة اﻷمــم المتحــدة اعتبــارا مــن ١ نيسان/ابريل ١٩٩٥.

The Advisory Committee points out that the proposed programme budget for section 26G reflects the transfer of administrative service functions previously provided by UNIDO to the Division of Administrative and Common Services of the United Nations Office at Vienna, which is expected to be completed at the end of 1995, and the establishment of a unified conference service as of 1 April 1995.
وتشير اللجنة الاستشارية الى أن الميزانية البرنامجية المقترحة للباب ٢٦ زاي تعكس نقل مهام الخدمات اﻹدارية التي كانت تقدمها في السابق منظمة اﻷمم المتحدة للتنمية الصناعية، الى شعبة اﻹدارة والخدمات المشتركة، التابعة لمكتب اﻷمم المتحدة في فيينا، والتي يتوقع أن تكتمل بنهاية عام ١٩٩٥، فضلا عن إنشاء خدمة مؤتمرات موحدة اعتبارا من ١ نيسان/ابريل ١٩٩٥.

Pursuant to General Assembly resolutions 39/68 A of 13 December 1984, 39/242 of 18 December 1984, 44/201 A of 21 December 1984, and 45/248 A of 21 December 1990, the Secretary-General has been engaged in negotiations with UNIDO and IAEA with a view to establishing unified conference services at the Centre under the administration of the United Nations.
وعملا بقرارات الجمعية العامة ٣٩/٦٨ ألف المؤرخ ١٣ كانون اﻷول/ديسمبر ١٩٨٤، و ٣٩/٢٤٢ المؤرخ ١٨ كانون اﻷول/ ديسمبر ١٩٨٤، و ٤٤/٢٠١ ألف المؤرخ ٢١ كانون اﻷول/ديسمبر ١٩٨٤، و ٤٥/٢٤٨ ألف المؤرخ ٢١ كانون اﻷول/ ديسمبر ١٩٩٠، ظل اﻷمين العام يجري مفاوضات مع اليونيدو والوكالة الدولية للطاقة الذرية بغية إنشاء خدمات مؤتمرات موحدة في المركز، تديرها اﻷمم المتحدة.

8. In view of the above, the Advisory Committee recommends that the General Assembly approve the establishment, within existing resources under budget sections 25E (Conference services) and 25I (United Nations Office at Vienna), of a unified conference service at the Vienna International Centre under the management of the United Nations, effective 1 April 1995.
٨ - وفي ضوء ما سبق، توصي اللجنة الاستشارية بأن توافق الجمعية العامة على إنشاء، في نطاق الموارد القائمة تحت البابين ٢٥ هاء )خدمات المؤتمرات، فيينا( و ٢٥ طاء )مكتب اﻷمم المتحدة في فيينا( من الميزانية، خدمة مؤتمرات موحدة في مركز فيينا الدولــي تحــت إدارة اﻷمــم المتحــدة اعتبــارا مــن ١ نيسان/أبريل ١٩٩٥.

7. As regards conference services at Vienna, the agreement between the United Nations and the United Nations Industrial Development Organization (UNIDO) regarding a unified conference service provides that charges shall be made quarterly on the basis of accumulated disbursements for all services, excluding translation, text processing and reference and terminology.
٧ - وفيما يتعلق بخدمات المؤتمرات في فيينا، يقضي الاتفاق المبرم بين اﻷمم المتحدة ومنظمة اﻷمم المتحدة للتنمية الصناعية )اليونيدو( بشأن إيجاد خدمة مؤتمرات موحدة بدفع الرسوم كل ربع سنة على أساس سداد التكاليف المتراكمة فيما يختص بجميع الخدمات، باستثناء الترجمة التحريرية وتجهيز النصوص والمراجع والمصطلحات.
