By its decision 12/CP.4, the COP requested the secretariat to, inter alia, compile and synthesize the information provided in initial national communications from non-Annex I Parties, as indicated in decision 10/CP.2, basing the report on submissions received from such Parties by 1 June 1999, and make that report available to the subsidiary bodies at their eleventh sessions and to the COP at its fifth session.

The COP, at its fifth session, having considered this matter along with the implementation of Article 4.8 and 4.9 of the Convention (decision 3/CP.3 and Articles 2.3 and 3.14 of the Kyoto Protocol), decided to consider further, at its sixth session, matters related to Article 3.14 as an input to COP/MOP 1, taking into account its ongoing discussions on the implementation of Article 4.8 and 4.9 of the Convention (decision 12/CP.5).

104. The main lesson to be drawn from the second reporting exercise is the need to further assist country Parties from Central and Eastern Europe, for example by bringing the Help Guide into line with decisions taken by the COP at its fifth session, taking into account the particular conditions of these countries, as defined in Annex V to the Convention.

The secretariat was requested to incorporate such additional views into a revised version of ICCD/COP(4)/8 and to update the information contained in the document referred to above, as necessary, to reflect the progress achieved in this area in other conventions, and to prepare revised documentation for consideration by the COP at its fifth session.

Also at the 12th meeting, on 11 June, the representative of a Party, speaking on behalf of the Group of 77 and China, drew attention to the issue of capacity-building, and expressed the intention to submit a proposal on the subject for consideration at the fifth session of the COP.
68- وفي الجلسة الثانية عشرة أيضاً المعقودة في 11 حزيران/يونيه، استرعى ممثل أحد الأطراف، في حديثه بالنيابة عن مجموعة ال77 والصين، الانتباه إلى قضية بناء القدرات، وأعرب عن اعتزامه تقديم مقترح بشأن هذا الموضوع لكي ينظر فيه مؤتمر الأطراف في دورته الخامسة.
