The mobilization of resources for implementing programmes to combat desertification and mitigate the effects of drought is an obligation shared by all Member States, including those unaffected by desertification, as is spelled out in the Convention, in Agenda 21 and in the Johannesburg Plan of Implementation of the World Summit on Sustainable Development, among others.

At the World Summit on Sustainable Development in 2002, Governments agreed under the Johannesburg Plan of Implementation that a framework of programmes was required to accelerate the necessary shift towards sustainable consumption and production to promote social and economic development that was within the carrying capacity of ecosystems.
وفي إطار خطة جوهانسبرج للتنفيذ، اتّفقت الحكومات خلال مؤتمر القمة العالمي بشأن التنمية المستدامة في عام 2002 على ضرورة وضع إطار للبرامج بغية التعجيل بالتحوّل اللازم نحو الاستهلاك والإنتاج المستدامين ومن أجل تعزيز التنمية الاجتماعية والاقتصادية التي تستطيع النظم الإيكولوجية تحمّلها.

The Organization should take immediate action to implement the trade facilitation and rural energy initiatives that had been launched by the Director-General at the International Conference on Financing for Development and at the World Summit on Sustainable Development.
