III. humanitarian principles
ثالثا - مبادئ العمل الإنساني

(a) Member States, non-State actors and humanitarian organizations should continue to promote greater respect for and adherence to the humanitarian principles of humanity, impartiality, neutrality and independence;
(أ) أن تواصل الدول الأعضاء والجهات الفاعلة من غير الدول والمنظمات الإنسانية العمل على زيادة احترام مبادئ العمل الإنساني المتمثلة في الإنسانية والحياد والنزاهة والاستقلال، وزيادة التقيد بها؛

25. humanitarian principles are accepted and have been repeatedly reaffirmed by Member States, United Nations and non-United Nations humanitarian actors, and the security, political and development branches of the Organization. The challenge, however, lies in ensuring respect for these principles from all actors on the ground.
25 - لقد حظيت مبادئ العمل الإنساني بالقبول وتم التأكيد عليها مراراً وتكراراً من جانب الدول الأعضاء، والجهات الفاعلة الإنسانية التابعة للأمم المتحدة وغير التابعة لها، والأفرع الأمنية، والسياسية والإنمائية للمنظمة بيد أن التحدي يكمن في ضمان التقيد بهذه المبادئ من جانب جميع الجهات الفاعلة في الميدان.

In 2013, the Inter-Agency Standing Committee, together with the International Strategy for Disaster Reduction and the United Nations Development Group, finalized the Common Framework for Preparedness, which recognizes that national and local governments have the lead role for preparedness and should be supported by the international community where this is consistent with humanitarian principles and human rights norms.

65 - وفي سبيل معالجة الحالة الإنسانية بشكل ملائم، سيستمر ممثلي الخاص، من خلال نائب الممثل الخاص/المنسق المقيم/منسق الشؤون الإنسانية والفريق القطري للشؤون الإنسانية، في العمل بالاشتراك مع السلطات الأفغانية والجهات الفاعلة في المجال الإنساني، على تحسين سبل الوصول إلى الأشخاص المحتاجين وتلبية حاجاتهم، والدعوة إلى أن تحترم جميع الأطراف مبادئ العمل الإنساني في تقديم المساعدة.
