Under item 7 (i), the contact group established by the Committee of the Whole had been unable to reach consensus on the development of a draft decision to reach an agreed interpretation of paragraph 5 of article 17 of the Basel Convention and accordingly, owing to a lack of time, the Committee of the Whole had decided to refer the issue directly to the Conference of the Parties for further consideration in plenary session.
