The Committee is concerned that the principle of non-discrimination is not fully implemented for children living in poverty, indigenous children, children of migrant workers, primarily those from neighbouring countries, street children, children with disabilities and marginalized adolescents who are neither studying nor working, especially with regard to their access to adequate health care and educational facilities.

Uruguay was concerned that the principle of non-discrimination was not always fully respected for children from disadvantaged families, children with disabilities, children with HIV/AIDS and children from ethnic groups, especially Roma children who were victims of discrimination and had limited access to education, health and an adequate standard of living.
وأعربت أوروغواي عن قلقها لأن مبدأ عدم التمييز لا يُحترم بالكامل دائماً في حالة أطفال الأسر المحرومة والأطفال ذوي الإعاقة والأطفال المصابين بفيروس نقص المناعة البشري/الإيدز وأطفال المجموعات الإثنية، لا سيما الروما، الذين يتعرضون للتمييز ويحصلون على قدر محدود من التعليم والصحة والمعيشة اللائقة.

However, it remained concerned that the principle of non-discrimination was not fully implemented for children living in the outer islands and in disadvantaged urban communities, especially with regard to their access to adequate health and educational facilities.

CRC noted with concern that the principle of non-discrimination was not adequately implemented with respect to vulnerable groups of children, especially children of non-Palauan parentage, including children of immigrant families and children adopted through inter-country adoptions; children living in the outer islands; and children living and/or working on the streets.

23. It is important to note that the principle of non-discrimination does not apply to laws relating to adoption, marriage, divorce, burial, devolution of property, death or other matters which fall within the provisions of personal law.
