It is worth mentioning that the total value of the supplies that arrived in Iraq for the five initial phases of the implementation of the Memorandum of Understanding is almost equal to the funds deducted from the revenues of Iraqi oil sales to cover the expenses of the Special Commission, the expenses of the United Nations in Iraq and the costs of the United Nations Compensation Commission.

1. The cloud of financial uncertainty under which this Commission has been operating all of these years has finally been dispelled with the resumption of Iraqi oil sales and the firm prospect of incoming revenues shortly.

Without qualifying its opinion, the Board draws attention through an emphasis of matter to note 3 (a) to the financial statements, which sets out the basis for the recognition of only the cash proceeds from the sales of Iraqi oil within the financial statements of the Compensation Fund in accordance with Security Council resolutions.

During those meetings, the Head of the Committee reiterated the importance that the Government of Iraq attaches to ensuring continued observance of the relevant United Nations resolutions, and advised that the Committee had no plans to alter the current mechanism for payment of 5 per cent of revenue from the sale of Iraqi petroleum and petroleum products into the Compensation Fund.
