(هـ) أن تكون في متناول جميع الأطفال المشمولين بولاية الدولة، دون تمييز من أي نوع، على أن تكون في الوقت نفسه متناسبة مع المرحلة العمرية للأطفال وأن تراعي الفوارق بين الجنسين وتمنح حماية خاصة للأطفال المعرضين للخطر؛

Free and compulsory secondary education on a progressive basis so that, within ten years, it is made available to all children.
(ب) التعليم الثانوي مجانا وتدريجيا، بحيث يكون - خلال عشر سنوات - في متناول جميع الأطفال.

It also covers the measures taken to provide appropriate educational facilities and make them available to all children, as well as the efforts of the Ministry of Education to provide books, teaching aids, laboratory materials and transportation to and from school for all students and supply qualified teachers and administrators, together with the measures taken to ensure an adequate supply of teachers.
