١٣١- إن الجهات المسؤولة عن انتهاكات الحقوق الاقتصادية والاجتماعية والثقافية والحقوق الجماعية ذات المضمون الاقتصادي مثل الحق في التنمية أو الحق في بيئة سليمة، هي في حالات كثيرة كيانات دولية تطبق سياسات تشكل بالنسبة للبلدان الضعيفة الاقتصاد مصادر حقيقية لانتهاكات واسعة النطاق وخطيرة للحقوق الجماعية والفردية.
