Thus, in its resolution 1994/20, the Economic and Social Council welcomed the proposed guidelines for cooperation and technical assistance in the field of urban crime prevention and transmitted them to the Ninth Congress for consideration.
ولذلك، رحب المجلس الاقتصادي والاجتماعي، في قراره ١٩٩٤/٢٠، بالمبادئ التوجيهية المقترحة للتعاون والمساعدة التقنية في مجال منع الجريمة في المدن وأحالها إلى المؤتمر التاسع للنظر فيها.

5. Calls upon the interregional, regional and associate institutes cooperating with the United Nations in the field of crime prevention and criminal justice and non-governmental organizations to report on their experiences in the field of urban crime prevention and to express their observations;
٥ - يطلب إلى المعاهد اﻷقاليمية والاقليمية والمنتسبة التي تتعاون مع اﻷمم المتحدة في مجال منع الجريمة والعدالة الجنائية وإلى المنظمات غير الحكومية أن تفيد عن خبراتها في مجال منع الجريمة في المدن وأن تبدي ملاحظاتها؛

٥ - يطلب إلى المعاهد اﻷقاليمية والاقليمية والمنتسبة التي تتعاون مع اﻷمم المتحدة في مجال منع الجريمة والعدالة الجنائية وإلى المنظمات غير الحكومية أن تفيد عن خبراتها في مجال منع الجريمة في المدن وأن تبدي ملاحظاتها؛

With reference to the United Nations standards and norms in crime prevention and criminal justice, the guidelines for cooperation and technical assistance in the field of urban crime prevention (Economic and Social Council resolution 1995/9, annex), it is stated that urban crime is characterized by a multiplicity of factors and forms (para. 2).
وفيما يتعلق بمعايير الأمم المتحدة وقواعدها في مجال منع الجريمة والعدالة الجنائية، يرد في المبادئ التوجيهية للتعاون والمساعدة التقنية في مجال منع الجريمة في المدن (مرفق قرار المجلس الاقتصادي والاجتماعي 1995/9) أن الجريمة في المدن تتسم بتعدد عواملها وأشكالها (الفقرة 2).

Two sets of normative guidelines have been adopted by the United Nations: the guidelines for cooperation and technical assistance in the field of urban crime prevention (Economic and Social Council resolution 1995/9, annex), and the Guidelines for the Prevention of Crime (Council resolution 2002/13, annex).
4- اعتمدت الأمم المتحدة مجموعتين من المبادئ التوجيهية المعيارية، هما: المبادئ التوجيهية للتعاون والمساعدة التقنية في مجال منع الجريمة في المدن (مرفق قرار المجلس الاقتصادي والاجتماعي 1995/9) والمبادئ التوجيهية لمنع الجريمة (مرفق قرار المجلس الاقتصادي والاجتماعي 2002/13).

With the adoption by the Economic and Social Council of the Guidelines for Cooperation and Technical Assistance in the field of urban crime prevention (resolution 1995/9, annex) and the Guidelines for the Prevention of Crime (resolution 2002/13, annex), drawn up by the Commission, the Programme has elevated crime prevention to a general United Nations criminal policy objective.
وباعتماد المجلس الاقتصادي والاجتماعي للمبادئ التوجيهية للتعاون والمساعدة التقنية في مجال منع الجريمة في المدن (القرار 1995/9، المرفق) والمبادئ التوجيهية لمنع الجريمة (القرار 2002/13، المرفق)، التي وضعتها اللجنة، ارتُقي بموضوع منع الجريمة في البرنامج ليصبح هدفا عاما لسياسة الأمم المتحدة الجنائية.

In 1995, in the guidelines for cooperation and technical assistance in the field of urban crime prevention (resolution 1995/9, annex), the Economic and Social Council recommended that a multi-agency approach and a coordinated response at the local level, in accordance with an integrated crime prevention action plan, would be conducive to finding solutions.
وفي عام 1995، أوصى المجلس الاقتصادي والاجتماعي، في المبادئ التوجيهية للتعاون والمساعدة التقنية في مجال منع الجريمة في المدن (مرفق القرار 1995/9)، بأن اتباع نهج ينطوي على مشاركة وكالات متعددة، والتصدي للجريمة بصورة منسقة على المستوى المحلي، وفقا لخطة عمل متكاملة لمنع الجريمة، من شأنه أن يفضي إلى إيجاد حلول في هذا الصدد.

They have been reinforced through the adoption of United Nations standards and guidelines, including the guidelines for cooperation and technical assistance in the field of urban crime prevention (Economic and Social Council resolution 1995/9, annex), adopted after the Ninth Congress, and the Guidelines for the Prevention of Crime (Economic and Social Council resolution 2002/13, annex), adopted after the Tenth Congress.
وتعزّزت هذه التطوّرات من خلال اعتماد معايير الأمم المتحدة ومبادئها التوجيهية، بما في ذلك المبادئ التوجيهية للتعاون والمساعدة التقنية في مجال منع الجريمة في المدن (قرار المجلس الاقتصادي والاجتماعي 1995/9، المرفق) الذي اعتمد بعد المؤتمر التاسع، والمبادئ التوجيهية لمنع الجريمة (قرار المجلس الاقتصادي والاجتماعي 2002/13، المرفق) الذي اعتمد بعد المؤتمر العاشر.
