On 16 October 2003, the Council unanimously adopted resolution 1511 (2003), by which, inter alia, it resolved that the United Nations should strengthen its vital role in Iraq, authorized a multinational force and urged Member States to contribute assistance to it, and invited the Governing Council of Iraq to provide a timetable and plan for the political process by 15 December 2003.

55. On 3 August, the Transitional National Assembly approved a law presented by the Iraqi National Congress, which replaces the Iraq Special Tribunal established as an independent entity by the Governing Council on 10 December 2003 by the Iraq Supreme Criminal Tribunal, to be incorporated in the regular federal court system.
55 - وفي 3 آب/أغسطس، أجازت الجمعية الوطنية قانونا قدمه المؤتمر الوطني العراقي لإنشاء محكمة جنائية عراقية عليا تُدمج في نظام المحاكم الاتحادية العادية وتحل محل المحكمة العراقية الخاصة التي أنشأها مجلس الحكم في 10 كانون الأول/ديسمبر 2003 كهيئة مستقلة.

It was not possible at this stage to avoid reproducing the balance of the Governing Council in the interim Government. 3. In its statement of 15 July 2003, the Ministry of Foreign Affairs of the Republic of Poland welcomed the establishment of the Governing Council in Iraq as a major step towards a new and democratic Iraqi State, a task in which Poland wishes to assist.
