In institutions with a western approach, research on indigenous peoples is frequently conducted in an unethical manner, violating the indigenous right to exercise control over their heritage and to hold the copyright on their intellect and culture, in such a way that groups or individuals outside the indigenous community reap the benefit.

90. In its resolution 2005/23, the Sub-Commission decided that the Working Group, at its twenty-fourth session, shall adopt as the principal theme " UTILIZATION of indigenous peoples' lands by non-indigenous authorities, groups or individuals for military purposes " .

The Working Group reviewed developments pertaining to the promotion and protection of the rights of indigenous peoples, including their human rights and fundamental freedoms, with a focus on the principal theme, " UTILIZATION of indigenous peoples' land by non-indigenous authorities, groups or individuals for military purposes " .

Consideration of new applications for grants 12. In accordance with resolution 2004/15 of the Sub-Commission on the Promotion and the Protection of Human Rights, the Board was informed that the main theme to be discussed in 2006 at the Working Group on Indigenous Populations will be: " UTILIZATION of indigenous peoples' lands by non-indigenous authorities, groups or individuals for military purposes " .

6. In its report on the twenty-third session (see E/CN.4/Sub.2/2005/26), the Working Group decided to highlight the theme " UTILIZATION of indigenous peoples' lands by non-indigenous authorities, groups or individuals for military purposes " at its twenty-fourth session.
