88- وأفادت معظم البلدان المتأثرة من جرّاء زراعة محاصيل غير مشروعة بأنه توجد لديها الخبرات التقنية اللازمة لتنفيذ برامج لإبادة المحاصيل غير المشروعة وللتنمية البديلة، ولكن الأدلة تشير إلى أن القيود المالية وتناقص مستويات المساعدة التقنية الدولية باتت مرة أخرى عقبات تعترض سبيل استمرار التقدّم.

19. Development assistance in areas with illicit crop cultivation must be undertaken in full compliance with the overall aims of the promotion and protection of human rights, poverty alleviation, violence/conflict prevention, reconciliation and peacebuilding.
