(أ) لا يجوز اتخاذ إجراءات تأديبية ضد أي موظفي ما لم يكن قد أُبلغ خطيا بالتهم الموجة إليه، وبحقه في طلب المساعدة من محام للدفاع عنه على نفقته الخاصة، وأُعطي فرصة معقولة للرد على هذه التهم.

(ب) لايجوز البدء في أي إجراءات تأديبية ضد أحد موظفي المشاريع ما لم يخطر الموظف المعني رسميا بالاتهامات الموجهة ضده وبحقه في التماس المساعدة من محام للدفاع عنه وما لم يمنح مهلة معقولة للرد على هذه الاتهامات.
