Collective agreements between employers and trade union committees have been concluded in over 600 organizations forming part of State institutions out of a total of 1,359: in 43 per cent of enterprises and organizations in Sogd oblast, 42 per cent in Khatlon oblast, 20 per cent in GornoBadakhshan Autonomous Oblast, 70 per cent in Dushanbe city, and 45 per cent in the centrally administered districts.

Arrears due to shortfalls in financing from budgets at all levels for this period stood at 202,100 somoni, or 0.6 per cent of the total arrears. The largest shortfalls in financing occurred in Dushanbe city (93,200 somoni), in the centrally administered districts (86,200 somoni) and in Sogd oblast (22,700 somoni).
