24. In paragraphs 61 to 65 of his report, the Secretary-General makes a case for the inclusion in the biennial resolution on unforeseen and extraordinary expenses of a new paragraph authorizing the Secretary-General, subject to the Financial Regulations and Rules of the United Nations, to enter into commitments of up to $2 million during a biennium to meet unforeseen and extraordinary expenses arising from human rights measures.
