We remain gravely concerned by the continued retention of the nuclear-weapons option by those three States -- India, Israel and Pakistan -- that operate unsafeguarded nuclear facilities and have not acceded to the NPT.

Early ratification by nuclear-weapon States would pave the way and encourage the remaining countries listed in Annex 2 to the Comprehensive Nuclear-Test-Ban Treaty, especially the three States with unsafeguarded nuclear facilities, to sign and ratify the Treaty.
ومن شأن التصديق المبكر من جانب تلك الدول أن يمهد الطريق أمام الدول المتبقية المذكورة في المرفق 2 لمعاهدة الحظر الشامل للتجارب النووية ويشجعها على توقيع المعاهدة والمصادقة عليها، وخاصة الدول الثلاث التي لديها مرافق نووية غير مشمولة بالضمانات.

2. The European Union noted with satisfaction that, since 1995, nine additional States had acceded to the Non-Proliferation Treaty, and called on the four States that had not yet done so, in particular the three that operated unsafeguarded nuclear facilities, to take steps to become parties to the Treaty.
2 - ويلاحظ الاتحاد الأوروبي مع الارتياح أنه منذ عام 1995 انضمت تسع دول إضافية إلى معاهدة عدم الانتشار، ويدعو الاتحاد الدول الأربعة التي لم تفعل ذلك، ولا سيما الدول الثلاث التي تقوم بتشغيل مرافق نووية غير مشمولة بالضمانات أن تتخذ خطوات لكي تصبح أطرافا في المعاهدة.

3. Notes with concern the continued existence in the Middle East of unsafeguarded nuclear facilities, and reaffirms in this connection the recommendation contained in section VI, paragraph 3, of the report of Main Committee III urging those non-parties to the Treaty on the Non-Proliferation of Nuclear Weapons that operate unsafeguarded nuclear facilities to accept full- scope International Atomic Energy Agency safeguards;
٣ - يلاحظ مع القلق استمرار وجود مرافق نووية في الشرق اﻷوسط غير مشمولة بالضمانات، ويؤكد من جديد، في هذا الصدد، التوصية الواردة في الفقرة ٣ من الفرع السادس من تقرير اللجنة الرئيسية الثالثة التي تحث غير اﻷطراف في معاهدة عدم انتشار اﻷسلحة النووية التي تقوم بتشغيل مرافق نووية غير مشمولة بالضمانات على قبول ضمانات الوكالة الدولية للطاقة الذرية بكامل نطاقها؛
