All recruits to the army, the police and the gendarmerie received training in human rights and humanitarian law in a course run by the United Nations Peace-building Office (BONUCA). The Government and BONUCA were introducing a system whereby such training would be provided in situ, i.e. in police stations and places of detention rather than in academic institutions.
