The Government of Iraq condemns all forms of terrorist acts, whatever the motives or causes, and simultaneously reaffirms its desire and determination to take all necessary measures to protect against this international scourge and to bring the perpetrators to justice to receive their just reward. In this context, the following should be pointed out:

(j) Strongly condemns all attacks on humanitarian personnel, including local and international staff of UNHCR and its implementing partners; deplores the rising toll of casualties and mortalities among such personnel; and urges States to fully investigate such attacks and bring the perpetrators to justice in accordance with international law and national law;
(ي) تدين بقوة كل ما يتعرض له موظفو المساعدة الإنسانية، بمن فيهم الموظفون المحليون والدوليون للمفوضية وشركائها المنفذين، من اعتداءات؛ وتأسف لارتفاع حصيلة الإصابات والوفيات بين هؤلاء الموظفين؛ وتحث الدول على إجراء تحقيق كامل في هذه الاعتداءات وإحالة مرتكبيها إلى القضاء وفقا لأحكام القانون الدولي والقانون الوطني؛

AI recommended that the Government give clear and immediate instructions to key high-ranking officials of the police force, the army and other security forces that all law enforcement officials should treat rape as a crime and should take all necessary measures to effectively investigate allegations of rape and other forms of sexual violence and bring perpetrators to justice.
وأوصت منظمة العفو الدولية الحكومةَ بإصدار تعليمات واضحة ومباشرة إلى المسؤولين الرئيسيين ذوي الرتب العليا في قوات الشرطة والجيش وغيرهما من قوات الأمن بضرورة أن يتعامل جميع الموظفين المكلفين بإنفاذ القانون مع الاغتصاب كجريمة وبضرورة اتخاذ جميع التدابير اللازمة من أجل التحقيق بفعالية في مزاعم الاغتصاب وغيره من أشكال العنف الجنسي وإحالة مرتكبيها إلى القضاء().

18. Recalling its previous concluding observations, CERD referred to concerns at the prevalence of hate speech by high-ranking Government officials and recommended that Turkmenistan take immediate measures to effectively investigate and bring to justice perpetrators of reported hate crimes regardless of their official status.
18- وإذ ذكرت لجنة القضاء على التمييز العنصري بملاحظاتها السابقة، فإنها أشارت إلى القلق الذي أعربت عنه إزاء انتشار خطاب الكراهية في أوساط المسؤولين الحكوميين الرفيعي المستوى، وأوصت اللجنة تركمانستان باتخاذ تدابير فورية للتحقيق بصورة فعالة في جرائم الكراهية المبلغ عنها وإحالة مرتكبيها إلى القضاء بغض النظر عن صفتهم الرسمية(58).
