As provided for in that resolution, the investigations will be guided by the following aims: (a) to investigate reports of violations of international humanitarian law and human rights law by all parties; (b) to determine whether or not acts of genocide have occurred; (c) to identify the perpetrators of such violations with a view to ensuring that those responsible are held accountable.
وحسبما نص عليه ذلك القرار، فسوف تسترشد التحقيقات بالأهداف التالية: (أ) التحقيق في التقارير المتعلقة بانتهاكات القانون الإنساني الدولي وقانون حقوق الإنسان التي ترتكبها جميع الأطراف؛ (ب) تحديد ما إذا كانت قد وقعت أعمال إبادة جماعية؛ (ج) تحديد هوية مرتكبي تلك الانتهاكات لكفالة محاسبة المسؤولين عنها.

In September 2004 the Security Council requested that the Secretary-General rapidly establish an international commission of inquiry to investigate reports of violations of international humanitarian law and human rights law in Darfur by all parties, to determine also whether or not acts of genocide had occurred and to identify the perpetrators of such violations with a view to ensuring that those responsible were held accountable.
وفي أيلول/سبتمبر 2004، طلب مجلس الأمن إلى الأمين العام أن يعجل بإنشاء لجنة تحقيق دولية لكي تضطلع بالتحقيق في التقارير المتعلقة بانتهاكات القانون الإنساني الدولي وقانون حقوق الإنسان التي ترتكبها جميع الأطراف في دارفور، ولتحدد أيضا ما إذا كانت وقعت أعمال إبادة جماعية أم لا، ولتحدد كذلك هوية مرتكبي تلك الانتهاكات لكفالة محاسبة المسؤولين عنها.

This duty applies a fortiori in cases in which the perpetrators of such violations have been identified.
وهذا الواجب ينطبق من باب أولى في الحالات التي يتم فيها التعرف على مرتكبي تلك الانتهاكات.

In view of the consistent and credible reports of widespread and systematic human rights violations carried out by security forces that the Special Rapporteur has received, he remains concerned that the perpetrators of such violations have not been held to account.
وبالنظر إلى ما ورد إلى المقرر الخاص من تقارير متكررة وموثوق بها عن ارتكاب قوات الأمن لانتهاكات واسعة النطاق ومنهجية لحقوق الإنسان، لا يزال يساوره القلق لعدم محاسبة مرتكبي تلك الانتهاكات.

7. Urges the Afghan authorities to provide sufficient and effective remedies to the victims of grave violations of human rights and accepted humanitarian rules and to bring their perpetrators to trial in accordance with internationally accepted standards;
٧ - تحث السلطات اﻷفغانية على توفير سبل انتصاف كافية وفعالة لضحايا الانتهاكات الجسيمة لحقوق اﻹنسان والقواعد اﻹنسانية المقبولة، وتقديم مرتكبي تلك الانتهاكات للمحاكمة وفقا للمعايير المقبولة دوليا؛

Information received by the Special Rapporteur suggests that the perpetrators of such violations include both non-State actors and members of State security bodies.
وتشير المعلومات التي تلقاها المقرر الخاص إلى أن من بين مرتكبي تلك الانتهاكات جهات من غير الدول وأفرادا من موظفي أجهزة أمن الدولة.

It should, depending on the findings of the investigations, prosecute the perpetrators of such violations and pay compensation to the victims.
وعليها أن تباشر بسرعة إجراءات الملاحقة ضد مرتكبي تلك الانتهاكات آخذة في الاعتبار النتائج التي يسفر عنها التحقيق، وأن تسهر على منح التعويض للضحايا.
