5.3 The author also maintains that, contrary to article 10, paragraph 1, and article 79, paragraph 2, of the Code of Administrative Procedure, he had been deprived of his right to participate in the administrative proceedings, in spite of the fact that the provisions guaranteed each of the parties the right to participate in every stage of the proceedings before a State administrative body.
