The Committee recommends that the State party establish central data collection systems in mainland China, Hong Kong, China, and Macao, China, to identify and register all children within its jurisdiction who may have been recruited or used in hostilities abroad, or detained or maimed.

2.14 The Monitoring, Evaluation, Risk Management and Statistical Verification Unit under subprogramme 2 at Headquarters has initiated a central data collection and reporting system with which the Department can begin to conduct both vertical and horizontal analyses in order to further understand and harmonize operations and to develop strategies aimed at mitigating the impact of operational crises.
2-14 وفي إطار البرنامج الفرعي 2، شرعت وحدة الرصد وتقييم المخاطر والتحقق من الإحصاءات في تشغيل نظام مركزي لجمع البيانات والإبلاغ يمكن للإدارة أن تبدأ من خلاله بإجراء تحليلات رأسية وأفقية بغية زيادة فهم العمليات ومواءمتها ووضع استراتيجيات تهدف إلى الحد من أثر الأزمات على مستوى التنفيذ.

14. The Committee recommends that the State party establish a central data collection system in order to identify, inter alia, the number of children involved with non-State armed groups, and the number of children present within its jurisdiction who may have been recruited or used in hostilities by non-State armed groups abroad.
14- توصي اللجنة الدولة الطرف بإنشاء نظام مركزي لجمع البيانات لتحديد جملة أمور منها عدد الأطفال المنخرطين في قوات مسلحة غير تابعة للدولة، وعدد الأطفال الخاضعين لولايتها الذين ربما جُنِّدوا أو استُخدِموا في عمليات قتالية من قبل جماعات مسلحة غير تابعة للدولة في الخارج.

12. The Committee recommends that, in order to identify root causes and take preventive measures, the State party establish a central data collection system for the identification and registration of all children present within its jurisdiction who may have been recruited or used in hostilities.

13. In view of the large number of child refugees present in the State party coming from countries affected by armed conflicts, the Committee is concerned about the absence of a central data collection system to identify and register all refugee children within the jurisdiction of the State party who may have been recruited or used in hostilities abroad.
13- نظراً إلى وجود عدد كبير من الأطفال اللاجئين في الدولة الطرف قادمين من بلدان متأثرة بنزاعات مسلحة، تشعر اللجنة بالقلق إزاء عدم وجود نظام مركزي لجمع البيانات من أجل تحديد هوية وتسجيل جميع الأطفال اللاجئين في الأراضي الخاضعة لولاية الدولة الطرف القضائية الذين يُحتمل أن يكونوا جُندوا في أعمال عدائية في الخارج أو استُخدموا فيها.

The Committee reiterates its previous concluding observations (CRC/C/OPAC/USA/CO/1, para. 12, 2008) recommending the establishment of a central data collection system in order to identify and register all children present within its jurisdiction who may have been recruited or used in hostilities and ensure that data on refugee and asylum-seeking children who have been victims of such practices are properly collected.
19- وتكرر اللجنة ملاحظاتها الختامية السابقة (CRC/C/OPAC/USA/CO/1، الفقرة 12، 2008) التي توصي من خلالها بإنشاء نظام مركزي لجمع البيانات بغية تحديد هوية كل من يُحتمل أن يكونوا جنِّدوا أو استُخدموا في أعمال عدائية من الأطفال الموجودين ضمن ولايتها وتسجيلهم، وضمان جمع صحيح للبيانات المتعلقة بالأطفال اللاجئين وملتمسي اللجوء الذين كانوا ضحايا هذه الممارسات.
