At its 2nd meeting, the Council decided to defer until further notice, at the request of the Organization, consideration of the request for conversion of the International Civil Defence Organization, an intergovernmental organization with observer status with the Council, to a specialized agency of the United Nations system.

By its decision 2002/207, the Council decided to include in the agenda of its substantive session of 2002 the application of an intergovernmental organization, namely, the Intergovernmental Institution for the Use of Micro-alga Spirulina against Malnutrition, for observer status with the Council.

At its 34th plenary meeting, on 21 July 2005, the Economic and Social Council decided to grant observer status with the Council to the following intergovernmental organizations: Global Water Partnership and the West African Economic and Monetary Union.
