16. Recognizes the need to assist developing countries to mobilize the resources needed for their development efforts, and recognizes also that debt relief could contribute towards releasing domestic resources and to sustaining their development efforts, in particular their social development efforts;
٦١ - تسلم بالحاجة إلى مساعدة البلدان النامية على تعبئة الموارد اللازمة لجهودها اﻹنمائية، وتسلم أيضا بأن تخفيف عبء الديون يمكن أن يساهم في تحرير الموارد المحلية وفي دعم جهودها اﻹنمائية، ولا سيما جهودها في مجال التنمية الاجتماعية؛

General Assembly resolution 65/146 emphasized that " innovative mechanisms of financing can make a positive contribution in assisting developing countries in mobilizing additional resources for development on a stable, predictable and voluntary basis " .
18- وأكدت الجمعية العامة في قرارها 65/146 أن " الآليات الابتكارية للتمويل يمكن أن تسهم بشكل إيجابي في مساعدة البلدان النامية على تعبئة موارد إضافية للتنمية على أساس مستقر وطوعي ويمكن التنبؤ به " .

This is being addressed by the Slum Upgrading Facility, a new initiative of UN-Habitat aimed at assisting developing countries in mobilizing domestic capital for their slum and urban upgrading activities by facilitating links among local actors and by packaging the financial, technical and political elements of development projects.

The Group of 77 and China agreed that innovative financing mechanisms could making a positive contribution in assisting developing countries to mobilize additional resources for financing development on a stable, predictable and voluntary basis.
وقال إن مجموعة الـ 77 والصين تتفق على أن آليات التمويل الابتكاري يمكن أن تساهم مساهمة إيجابية في مساعدة البلدان النامية على تعبئة موارد إضافية لتمويل التنمية على أساس ثابت وطوعي ويمكن التنبؤ به.

In its activities in the field of portfolio investment, UNCTAD should, in close cooperation with other international and regional institutions, continue its current technical cooperation programme on capital market development to strengthen the domestic financial infrastructure, with a view to assisting developing countries to mobilize stable sources of finance.
169- وفي إطار أنشطة الأونكتاد في ميدان استثمارات الحوافظ ينبغي للأونكتاد، بالتعاون الوثيق مع المؤسسات الدولية والإقليمية الأخرى، مواصلة برنامجه الحالي للتعاون التقني في صدد تطوير سوق رأس المال لتعزيز البنية الاقتصادية المالية المحلية بغية مساعدة البلدان النامية على تعبئة موارد مستقرة من التمويل.
