Each Party operating under paragraph 1 of this Article shall ensure that for the twelve month period commencing on 1st January 2020, and in each twelve month period thereafter, its calculated levels of consumption and production of the controlled substances in Group I of Annex C do not exceed, annually, [thirty five] percent of the respective base levels.
