Regarding its approach to developing countries and/or countries with less experience in this area, it was suggested that it should: recognize the needs of developing countries and differentiate among countries on the basis of their levels of development or their experience of competition law and policy; and provide a grace period to countries which did not have well-developed institutions.

As to SME access to technology and know-how, it was suggested that there were two ways to address the problem ̵ the transfer of technology from developed to developing countries, and the development of local capacities, with greater emphasis on the exchange of knowledge and information among countries of similar levels of development.
