Parties included in Annex I to the Convention, in a comprehensive manner, covering all greenhouse gases, their emissions by sources and removals by sinks and all relevant sectors, shall:
٨١١- تقوم اﻷطراف المدرجة في المرفق اﻷول من الاتفاقية، التي تغطي بطريقة شاملة، كل غازات الدفيئة وانبعاثاتها حسب مصادرها وإزالتها بالمصارف وكافة القطاعات اﻷخرى، بما يلي:

1. In accordance with the guidelines under Article 7 [and Article 5, paragraph 2], each Party included in Annex I shall incorporate in its annual inventory of anthropogenic emissions by sources and removals by sinks, the following information:

On the recommendation of its Working Group I, the IPCC, at its tenth session, approved the revised Guidelines and their use for the calculation and reporting of national inventories of greenhouse gas emissions by sources and removals by sinks.
وقد أقر الفريق الحكومي الدولي المعني بتغير المناخ في دورته العاشرة، بناء على توصية الفريق العامل اﻷول التابع له، المبادئ التوجيهية المنقحة واستخدامها لحساب قوائم الجرد الوطنية لانبعاثات غازات الدفيئة واﻹبلاغ بها، حسب مصادرها وإزالتها بالبواليع.

Since 1996, Annex I Parties have been requested to submit to the Climate Change secretariat annual inventories of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.
27 - طُلب منذ عام 1996 إلى أطراف المرفق الأول أن تزوِّد أمانة اتفاقية تغير المناخ بقوائم حصرية سنوية للانبعاثات البشرية المصدر بحسب مصادرها وإزالتها ببواليع غازات الاحتباس الحراري غير الخاضعة لبروتوكول مونتريال.

Each Party included in Annex I shall have in place, no later than one year prior to the start of the first commitment period, a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.
١- ينشئ كل طرف مدرج في المرفق اﻷول قبل بدء فترة التزامه اﻷولى بسنة واحدة على اﻷقل نظاماً وطنياً لتقدير الانبعاثات البشرية المصدر بحسب مصادرها وإزالتها بالبواليع من جميع غازات الدفيئة غير الخاضعة لبروتوكول مونتريال.

∙ Task: “Each Party included in Annex I shall have in place, no later than one year prior to the start of the first commitment period, a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.

Where relevant, data tables have separate columns for reporting carbon dioxide (CO2 ) emissions by sources and removals by sinks.

Each Party included in Annex I to the Convention shall, in a comprehensive manner, covering all greenhouse gases, their emissions by sources and removals by sinks and all relevant sectors, taking into account paragraph 121.3 below:
الاقتراح ٢١ ١٢١- يقوم كل طرف مدرج في المرفق اﻷول من الاتفاقية، بطريقة شاملة تغطي كل غازات الدفيئة وانبعاثاتها حسب مصادرها وإزالتها بالمصارف وكل القطاعات ذات الصلة، ومع مراعاة الفقرة ١٢١-٣ أدناه، بما يلي:

(b) A specific estimate of the effects that these policies, programmes and measures will have on anthropogenic emissions by its sources and removals by its sinks of greenhouse gases.
)ب( تقدير محدد لﻵثار التي ستكون لهذه السياسات والبرامج والتدابير على انبعاثات غازات الدفيئة البشرية المصدر من مصادرها وإزالتها بالمصارف.

Under Article 5 of the Kyoto Protocol, each Party included in Annex I to the Convention shall implement a national system (NIS) for estimating anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol by 1 January 2007.
30- تقضي المادة 5 من بروتوكول كيوتو بأن ينفذ كل طرف مدرج في المرفق الأول نظاماً وطنياً لتقدير الانبعاثات البشرية المصدر من جميع غازات الدفيئة غير الخاضعة لبروتوكول مونتريال، بحسب مصادرها وإزالتها بالمصارف، في موعد أقصاه 1 كانون الثاني/يناير 2007.

Each Party not included in Annex I, which has elected to make a commitment inscribed in Annex BI shall have in place, no later than one year prior to the start of the second commitment period, a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.
المادة 5-1- مكرراً: ينشئ كل طرف غير مدرج في المرفق الأول، يقطع على نفسه التزاماً مقيداً في المرفق باء أولاً، قبل بدء فترة التزامه الأولى بسنة واحدة لا أكثر، نظاماً وطنياً لتقدير الانبعاثات البشرية المصدر بحسب مصادرها وإزالتها بالبواليع من جميع غازات الدفيئة غير الخاضعة لبروتوكول مونتريال.

Proposal 13 Parties included in Annex I to the Convention, in a comprehensive manner, covering all greenhouse gases, their emissions by sources and removals by sinks and all relevant sectors, taking into account paragraph 4 (see paragraph 121.3), shall:
٢٢١- تقوم اﻷطراف المدرجة في المرفق اﻷول من الاتفاقية، بطريقة شاملة تغطي كل غازات الدفيئة وانبعاثاتها حسب مصادرها وإزالتها بالمصارف وكل القطاعات ذات الصلة، ومع مراعاة الفقرة ٤ )انظر الفقرة ١٢١-٣(، بما يلي:

Annex I Parties were also requested to submit to the secretariat national inventory data on emissions by sources and removals by sinks, on an annual basis, by 15 April of each year, following the principles contained in decision 3/CP.1 (FCCC/CP/1996/15/Add.1).
وطُلب أيضاً من اﻷطراف المدرجة في المرفق اﻷول أن تقدم إلى اﻷمانة بيانات جرد وطنية للانبعاثات حسب مصادرها وإزالتها بالمصارف، على أساس سنوي، في موعد أقصاه ٥١ نيسان/أبريل من كل سنة، اتباعاً للمبادئ الواردة في المقرر ٣/م أ-١ (FCCC/CP/1996/15/Add.1).

Guidelines for national systems used by Parties for the estimation of emissions by sources and removals by sinks of greenhouse gases, to be developed under cluster A/1 of this work programme, should support both the preparation of information and review components of this work programme (clusters B/1, B/2, C/1 and C/2).
والمبادئ التوجيهية بشـأن النظـم الوطنيـة التـي تستخدمهـا الأطراف لتقدير الانبعاثات بحسب مصادرها وإزالتها ببواليع غازات الدفيئة التي يتعين وضعها في إطار المجموعة ألف/1 من برنامج العمل هذا ينبغي أن تدعم إعداد المعلومات وكذلك مكونات استعراض برنامج العمل هذا (المجموعات باء/1 وباء/2 وجيم/1 وجيم/2).

Conference of the Parties, national inventory data on emissions by sources and removals by sinks are to be submitted by Annex I Parties by 15 April of each year. The COP, by its

Have in place, by the time a report is submitted pursuant to paragraph 2 (a) and thereafter, a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol, in accordance with Article 5.1 and the requirements in the guidelines decided thereunder;
(ب) إذا نفذ، بحلول وقت تقديم تقرير عملاً بالفقرة 2(أ) أدناه وما بعدها، نظاماً وطنياً لتقدير الانبعاثات البشرية المصدر بحسب مصادرها وإزالتها المعززة بالبواليع لجميع غازات الدفيئة غير الخاضعة لبروتوكول مونتريال، وفقاً للفقرة 1 من المادة 5 والشروط الواردة في المبادئ التوجيهية المقررة بموجب ذلك؛

36. The question of implementation relates to compliance with the " Guidelines for national systems for the estimation of anthropogenic greenhouse gas emissions by sources and removals by sinks under Article 5, paragraph 1, of the Kyoto Protocol " (annex to decision 19/CMP.1).
36- وترتبط مسألة التنفيذ بالامتثال " للمبادئ التوجيهية للنظم الوطنية لتقدير انبعاثات غازات الدفيئة البشرية المصدر بحسب مصادرها وإزالتها بالبواليع، بموجب الفقرة 1 من المادة 5 من بروتوكول كيوتو " (مرفق المقرر 19/م أإ-1).

Establishment of a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol, in accordance with the requirements in the guidelines decided pursuant to this Article;
أ) إنشاء نظام وطني لتقدير الانبعاثات البشرية المصدر بحسب مصادرها وإزالتها بالبواليع من جميع غازات الدفيئة غير الخاضعة لبروتوكول مونتريال وفقاً للشروط الواردة في المبادئ التوجيهية الموضوعة عملاً بهذه المادة؛

To communicate, periodically, detailed information on policies and measures as well as on emissions by sources and removals by sinks of greenhouse gases with the aim of returning individually or jointly to their 1990 levels the anthropogenic emissions of carbon dioxide and other greenhouse gases not controlled by the Montreal Protocol.
' 2` العمل دورياً على إبلاغ ﻣﻌﻠﻮﻣﺎﺕ ﻣﻔﺼلة عن السياسات والتدابير وكذلك الانبعاثات بحسب مصادرها وإزالتها بواسطة بواليع غازات الاحتباس الحراري وذلك بغية ﺍﻟﻌﻮﺩﺓ ﺑﺼﻔﺔ ﻣﻨﻔﺮﺩﺓ ﺃﻭ ﻣﺸﺘﺮﻛﺔ بالانبعاثات ﺍﻟﺒﺸﺮﻳﺔ ﺍﳌﺼﺪﺭ ﻣﻦ ﺛﺎني ﺃﻛﺴﻴﺪ ﺍﻟﻜﺮﺑﻮﻥ ﻭﻏﲑﻩ ﻣﻦ ﻏﺎﺯﺍﺕ الاحتباس الحراري التي لا ﳛﻜﻤﻬﺎ ﺑﺮﻭﺗﻮﻛﻮﻝ ﻣﻮﻧﺘﺮﻳﺎﻝ ﺇﱃ مستوياتها في عام 1991.

The Convention inventory reporting guidelines state that Annex I Parties shall use guidelines prepared by the Intergovernmental Panel on Climate Change to estimate and report on anthropogenic emissions by sources and removals by sinks of greenhouse gases not controlled by the Montreal Protocol.
31 - وتنص مبادئ الاتفاقية التوجيهية بشأن الإبلاغ على أن تستخدم أطراف المرفق الأول المبادئ التوجيهية التي أعدها الفريق الحكومي الدولي المعني بتغير المناخ لتقدير وإبلاغ الانبعاثات البشرية المصدر من غازات الاحتباس الحراري غير الخاضعة لبروتوكول مونتريال بحسب مصادرها وإزالتها بالبواليع(6).
