15. The Panel is an independent fact-finding body established by the Security Council, which reports and provides recommendations to it. As the Panel has no judicial recourse, it can only gather information from voluntary sources.

According to UNODC, in order to maintain the Office's infrastructure, a predictable level of assured core funds are required, both from the regular budget of the United Nations and from unearmarked, voluntary sources (core funds) (E/CN.7/2005/12, para 12); the availability of such core funds therefore ensures payments for ongoing commitments, including the payment of staff contracts.
10- ويرى المكتب أن صيانة بنيته التحتية تتطلب قدرا قابلا للتنبّؤ من الأموال الأساسية المؤكّدة، من الميزانية العادية للأمم المتحدة ومن مصادر طوعية غير مرصودة لأغراض معينة (أموال أساسية) (E/CN.7/2005/12، الفقرة 12)؛ ومن ثم فإن توافر مثل هذه الأموال الأساسية يضمن سداد الالتزامات الجارية، بما في ذلك سداد عقود الموظفين.
