For the purposes of complying with paragraph 3 of General Assembly resolution 58/77, of 9 December 2003, inviting Governments to provide information to the International Law Commission regarding State practice on the topic " Unilateral acts of States " , the Government of the Republic of Cuba wishes to transmit the following observations:
تنفيذا للفقرة 3 من قرار الجمعية العامة 58/77 المؤرخ 9 كانون الأول/ديسمبر 2003، الذي دعت فيه الحكومات إلى تقديم معلومات إلى لجنة القانون الدولي عن ممارسات الدول بشأن موضوع " الأعمال الانفرادية للدول " ، تحيل حكومة جمهورية كوبا الملاحظات التالية:

Invites Governments, within the context of paragraph 2 above, to provide information to the International Law Commission regarding national legislation, bilateral and other agreements and arrangements with regard to the use and management of transboundary groundwaters, in particular those governing quality and quantity of such waters, relevant to the topic currently entitled " Shared natural resources " ;
4 - تدعو الحكومات إلى أن تقدم، في سياق الفقرة 2 أعلاه، معلومات إلى لجنة القانون الدولي بشأن التشريعات الوطنية والاتفاقات الثنائية وغيرها من الاتفاقات والترتيبات المتعلقة باستخدام وإدارة المياه الجوفية العابرة للحدود، ولا سيما ما يتعلق منها بتنظيم نوعية وكمية هذه المياه، مما يتصل بالموضوع المعنون حاليا " تقاسم الموارد الطبيعية " ؛

I have the honour to annex hereto a copy of the observations which the Government of the Republic of Cuba submitted recently pursuant to paragraph 3 of General Assembly resolution 58/77 inviting Governments to provide information to the International Law Commission regarding State practice on the topic " Unilateral acts of States " (see annex).
يشرفني أن أحيل إليكم طي هذه الرسالة نسخة من الملاحظات التي قدمتها حكومة جمهورية كوبا مؤخرا تنفيذا للفقرة 3 من القرار 58/77 المؤرخ 9 كانون الأول/ديسمبر 2003 الذي دعت فيه الجمعية العامة إلى تقديم معلومات إلى لجنة القانون الدولي عن ممارسات الدول بشأن موضوع " الأعمال الانفرادية للدول " (انظر المرفق).
