The Federal Republic of Yugoslavia had exhausted all possibilities and instruments to date to solve the dispute with the Republic of Croatia through direct diplomatic negotiations, as directed by the United Nations Security Council in its relevant resolutions.

112. The Government should take all necessary measures to create conditions for the free and safe return of refugees, and the return of their property or just compensation, in accordance with the bilateral agreement concluded with the Republic of Croatia.
٢١١- وينبغي للحكومة أن تتخذ كافة التدابير اللازمة لتهيئة الظروف المناسبة لعودة اللاجئين بحرية وأمان ورد ممتلكاتهم أو منحهم تعويضاً عادلاً طبقاً للاتفاق الثنائي المبرم مع جمهورية كرواتيا.
