46- نُدرك أنَّ هناك فئات محدَّدة شديدة التعرُّض لأجواء الجريمة الحضرية؛ ولذلك، نوصي باعتماد وتنفيذ برامج مدنية مشتركة بين الثقافات، كلّما كان ذلك مناسباً، تهدف إلى مكافحة العنصرية وكراهية الأجانب والحدّ من عزلة الأقليات والمهاجرين ممّا ييسّر تلاحم المجتمع.

Consequently, his delegation welcomed the study undertaken by the United Nations High Commissioner for Human Rights on the promotion of international cooperation in that area and on the use of the Internet in the struggle against racism and xenophobia and in the promotion of human rights education.
ولذلك ترحب الحكومة بما طلبته مفوضة الأمم المتحدة السامية لحقوق الإنسان من إجراء دراسة لوسائل تعزيز التعاون الدولي في هذا المجال ووضع الإنترنت في خدمة مكافحة العنصرية وكراهية الأجانب وتدريس حقوق الإنسان.

(d) Promote the link between the struggle against racism and xenophobia and the recognition and promotion of a democratic, egalitarian and interactive multiculturalism based on two principles: the recognition, respect and expression of ethnic, cultural and religious specificities; and the need to promote interactions and cross-fertilization between the different communities.

B. Efforts to combat racism and xenophobia
باء - مكافحة العنصرية وكراهية الأجانب

153. In this context, the Alliance of Civilizations should be mentioned as a key instrument for Spain and other countries that have joined this initiative and are involved in international Efforts to combat racism and xenophobia, with a particular emphasis on four areas: inspection, education, youth and media.
153- ومن الضروري، في هذا المجال، ذكر تحالف الحضارات بوصفه أداةً أساسية تستعين بها إسبانيا وسائر البلدان التي التزمت بهذه المبادرة في مكافحة العنصرية وكراهية الأجانب على الصعيد الدولي، بالعمل خصوصاً في أربعة مجالات هي: التحقّق والتعليم والشباب ووسائط الإعلام.

The Special Rapporteur noted that the media should take greater account of the historical and cultural roots of racism and xenophobia, in particular Islamophobia, to further combat their intellectual justification and promote the linkage between Efforts to combat racism and xenophobia in all their forms and the construction of a democratic, egalitarian and interactive multiculturalism.
