As part of the implementation of the new Galaxy staff selection system, which became effective 1 May 2002, the United Nations Office at Vienna was granted additional delegation of authority by Headquarters for the recruitment, placement and promotion of staff up to the D-1 level, regardless of source of funding.

I have the honour to inform you that the Egyptian Ministry of Justice has organized jointly with the United Nations Office on Drugs and Crime (UNODC) and the International Organization of la Francophonie the special Conference of Ministers of Justice of French-Speaking African Countries, in Sharm el-Sheikh, Egypt, from 7 to 9 February 2006.
يشرفني إبلاغكم أن وزارة العدل المصرية شاركت مكتبَ الأمم المتحدة المعني بالمخدرات والجريمة والمنظمةَ الدولية للبلدان الناطقة بالفرنسية في تنظيم مؤتمر وزراء العدل في البلدان الأفريقية الناطقة بالفرنسية المعقود في شرم الشيخ من 7 إلى 9 شباط/فبراير 2006.

8. Urges the United Nations Office on Drugs and Crime to support Member States, upon request, in improving the knowledge and skills of their policymakers, practitioners and researchers working in the area of drug abuse prevention;
8- تحثُّ مكتبَ الأمم المتحدة المعني بالمخدِّرات والجريمة على مساعدة الدول الأعضاء، عند الطلب، على تحسين معارف ومهارات صناع السياسات والممارسين والباحثين العاملين لديها في مجال الوقاية من تعاطي المخدِّرات؛

6. Invites the United Nations Office on Drugs and Crime to incorporate a focus on new psychoactive substances in its demand reduction, prevention and treatment programmes and communications, as appropriate, and to support capacity-building, upon request, for improved monitoring and response;
6- تدعو مكتبَ الأمم المتحدة المعني بالمخدِّرات والجريمة إلى إدراج عنصر يركِّز على المؤثِّرات النفسانية الجديدة في برامجه وبلاغاته المعنية بخفض الطلب والوقاية والعلاج، حسب الاقتضاء، وإلى دعم بناء القدرات، بناء على الطلب، من أجل تحسين الرصد والتصدِّي؛

9. Also invites the United Nations Office on Drugs and Crime to work with Member States and other relevant United Nations bodies to identify good practices in the area of criminal law related to illicit trafficking in forest products, including timber;
9- تدعو أيضاً مكتبَ الأمم المتحدة المعني بالمخدِّرات والجريمة إلى التعاون مع الدول الأعضاء وسائر هيئات الأمم المتحدة المعنية على استبانة الممارسات الجيِّدة في مجال القانون الجنائي المتصلة بالاتِّجار غير المشروع بالمنتجات الحرجيَّة، بما فيها الأخشاب؛

9. Also invites the United Nations Office on Drugs and Crime to include the theme of promoting the sharing of such expertise and knowledge in the annual report of the Secretariat on the world situation with regard to drug trafficking submitted to the Commission.
9- تدعو أيضاً مكتبَ الأمم المتحدة المعني بالمخدِّرات والجريمة إلى إدراج موضوع تعزيز تبادل هذه الخبرات والمعارف في التقرير السنوي الذي ترفعه الأمانة إلى لجنة المخدِّرات عن الوضع العالمي فيما يتعلق بالاتجار بالمخدِّرات.

4. Invites the United Nations Office on Drugs and Crime and Member States to continue to provide technical assistance, upon request, to support the Economic Community of West African States and Member States in these efforts;
4- تدعو مكتبَ الأمم المتحدة المعني بالمخدِّرات والجريمة والدولَ الأعضاءَ إلى مواصلة تقديم المساعدة التقنية إلى الجماعة الاقتصادية لدول غرب أفريقيا وسائر الدول الأعضاء، بناءً على طلبها، من أجل دعم جهودها في هذا الصدد؛

14. Requests the Secretary-General to provide the United Nations Office on Drugs and Crime with sufficient resources to carry out activities, within its mandate, to assist Member States, upon request, in the implementation of the relevant elements of the United Nations Global Counter-Terrorism Strategy;
14- تطلب إلى الأمين العام أن يزوِّد مكتبَ الأمم المتحدة المعني بالمخدرات والجريمة بالموارد الكافية للاضطلاع بأنشطة، في إطار ولايته، لمساعدة الدول الأعضاء، بناءً على طلبها، في تنفيذ العناصر ذات الصلة من استراتيجية الأمم المتحدة العالمية لمكافحة الإرهاب؛

10. Encourages the United Nations Office on Drugs and Crime and the institutes of the United Nations crime prevention and criminal justice programme network to facilitate the gathering and dissemination of relevant and reliable data and other related information to be provided by Member States on their efforts to implement the present resolution;
10- تشجِّع مكتبَ الأمم المتحدة المعني بالمخدرات والجريمة ومعاهد شبكة برنامج الأمم المتحدة لمنع الجريمة والعدالة الجنائية على تيسير جمع ونشر البيانات المناسبة والموثوقة وسائر المعلومات ذات الصلة التي ستقدِّمها الدول الأعضاء عن جهودها الرامية إلى تنفيذ هذا القرار؛

8. Invites the United Nations Office on Drugs and Crime to continue to cooperate with other international and intergovernmental organizations and academic institutions active in this field by enabling their participation and active involvement in the future work of the core group of experts on identity-related crime;
8- يدعو مكتبَ الأمم المتحدة المعني بالمخدرات والجريمة إلى مواصلة التعاون مع المنظمات والمؤسسات الأكاديمية الدولية والحكومية الدولية الأخرى الناشطة في هذا المجال من خلال تمكينها من المشاركة والمساهمة النشيطة في العمل المقبل لفريق الخبراء الأساسي المعني بالجرائم المتصلة بالهوية؛

5. Encourages the United Nations Office on Drugs and Crime and other relevant international organizations, upon request, to provide Member States with technical assistance, including by supporting forensic and toxicological capability, to respond to the challenges posed by new psychoactive substances;
5- تشجِّع مكتبَ الأمم المتحدة المعني بالمخدِّرات والجريمة وسائر المنظمات الدولية ذات الصلة على تقديم المساعدة التقنية إلى الدول الأعضاء عند الطلب، بوسائل منها دعم قدرات التحليل الجنائي وتحليل السمِّية، من أجل مواجهة التحدّيات التي تطرحها المواد ذات التأثير النفساني الجديدة؛

12. Encourages the United Nations Office on Drugs and Crime to raise awareness among United Nations agencies regarding the need to design educational and employment opportunity modules that may be used in programmes and strategies to prevent drug abuse and dependence and the involvement of women in drug-related crimes;
12- تشجِّع مكتبَ الأمم المتحدة المعني بالمخدِّرات والجريمة على إذكاء الوعي بين وكالات الأمم المتحدة بشأن الحاجة إلى تصميم نمائط لفرص التعليم والعمل يمكن استخدامها في البرامج والاستراتيجيات الرامية إلى منع تعاطي المخدِّرات والارتهان لها وتورّط النساء في جرائم متصلة بالمخدِّرات؛

7. Encourages the United Nations Office on Drugs and Crime, in consultation with Member States, to identify key Member States in the most affected regions and to provide corresponding technical assistance to such Member States, upon request;
7- تشجّع مكتبَ الأمم المتحدة المعني بالمخدرات والجريمة على أن يقوم، بالتشاور مع الدول الأعضاء، بتحديد الدول الأعضاء الرئيسية في أشد المناطق تضرّرا من تلك الظاهرة وبتقديم المساعدة التقنية اللازمة إلى هذه الدول الأعضاء، بناءً على طلبها؛

8. Encourages the United Nations Office on Drugs and Crime to implement or strengthen, as the case may be, similar mechanisms at the subregional level with the States of Central America, North America and South America with a view to joining forces in combating organized crime, drug trafficking and terrorism;
8- تشجّع مكتبَ الأمم المتحدة المعني بالمخدرات والجريمة على القيام، حسب مقتضى الحال، بتنفيذ أو تدعيم آليات مماثلة على الصعيد دون الإقليمي مع دول أمريكا الوسطى وأمريكا الشمالية وأمريكا الجنوبية بهدف ضم الصفوف في مكافحة الجريمة المنظّمة والاتجار بالمخدرات والإرهاب؛

7. Encourages the United Nations Office on Drugs and Crime to implement or strengthen, as the case may be, similar mechanisms at the subregional level with the States of Central America, North America and South America with a view to joining forces in combating organized crime, drug trafficking and terrorism;
7- تشجّع مكتبَ الأمم المتحدة المعني بالمخدرات والجريمة على القيام، حسب مقتضى الحال، بتنفيذ أو تدعيم آليات مماثلة على الصعيد دون الإقليمي مع دول أمريكا الوسطى وأمريكا الشمالية وأمريكا الجنوبية بهدف ضم الصفوف في مكافحة الجريمة المنظّمة والاتجار بالمخدرات والإرهاب؛

8. Invites the United Nations Office on Drugs and Crime, in coordination with other United Nations bodies and intergovernmental organizations, as appropriate and within their respective mandates, to promote enforcement related to illicit trafficking in forest products, including timber, and addressing its impact on sustainable development;
8- تدعو مكتبَ الأمم المتحدة المعني بالمخدِّرات والجريمة إلى أن يقوم، بالتنسيق مع سائر هيئات الأمم المتحدة والمنظمات الحكومية الدولية، حسب الاقتضاء، وفي نطاق ولاية كل منها، بتعزيز إنفاذ القوانين المتصلة بالاتِّجار غير المشروع بالمنتجات الحرجيَّة، بما فيها الأخشاب، ومعالجة آثاره على التنمية المستدامة؛

7. Encourages the United Nations Office on Drugs and Crime, within its mandates, to cooperate with Member States, relevant United Nations bodies, international organizations and other bodies and mechanisms, where appropriate, with regard to sharing of information in its technical assistance activities related to transnational organized crime, in consideration of the challenges posed by transnational organized crime committed at sea;
7- تشجِّع مكتبَ الأمم المتحدة المعني بالمخدّرات والجريمة على أن يتعاون، في حدود ولاياته، مع الدول الأعضاء وهيئات الأمم المتحدة والمنظمات الدولية ذات الصلة وسائر الهيئات والآليات، عند الاقتضاء، فيما يتعلق بتبادل المعلومات في إطار أنشطته الخاصة بالمساعدة التقنية المتصلة بالجريمة المنظَّمة عبر الوطنية، عند دراسة التحدّيات التي تفرضها الجريمة المنظَّمة عبر الوطنية المرتكبة في البحر؛
