By resolution 48/141 of 20 December 1993, the General Assembly decided to create the post of the United Nations High Commissioner for Human Rights (para. 1), defined his responsibilities (para. 4) and decided that the Office of the High Commissioner should have a liaison office in New York (para. 6).
